These mitigation options can be categorized into techniques which avoid flood and erosion prone areas, and those which minimize flood and erosion impacts. All options are eligible for application to the estuary, however, specific implementation should be preceded by a careful analysis to determine appropriate methodology on a site by site basis. A method that works in one area may not be the best method to use in another area due to the following: variations in land use and intensity of development; differences in physical processes, topographic conditions, and environmental concerns; and, cultural differences, economic considerations, and variations in content and philosophy of agency municipal programs and controls on the shoreline. Time frame for mitigation is also important to consider. Some strategies are suitable short-term fixes while others are more appropriate for longterm resolution of the problems. Following is a brief review of the range of options available for mitigation. Application of these options to the estuary are discussed. For governments, preparation of a post-storm redevelopment plan can be helpful. A redevelopment plan guides government actions in addressing flood or erosion damaged properties to help minimize recurrence of the problem in the future. As was done in one North Carolina community, it may include a pause for example, a month ; in redevelopment in flood and erosion zones during post-storm periods to allow government to adequately assess the situation, the options, and allow implementation of the plan. This would allow communities an opportunity to put their redevelopment plans into effect rather than succumb to individual desires to reoccupy rebuild structures in hazardous areas as quickly as possible. Preparation of a successful post-storm redevelopment plan requires active participation by all shorefront interests. A good redevelopment plan can go a long way to mitigate recurring flood and erosion damage. Post-storm redevelopment plans could be developed by Towns and Villages along the margins of the estuary. Preparation of a plan must be a local decision. What goes into a plan is very dependent on local preferences and local conditions. It must be remembered that once developed, implementation of the plan is a long-term effort. Funding is available from the State Emergency Management Office for preparation of FEMA Flood Mitigation Plans, and from the Department of State DOS ; , Environmental Protection Fund Program for preparation of Local Waterfront Revitalization Programs, both of which can be related to post-storm redevelopment. Preventing new development and discouraging redevelopment in FEMA V or A zones, or within areas vulnerable to flooding and erosion during hurricanes, is another way to prevent flood damages. Ability to prevent new development in a flood or erosion prone area is first and foremost a local option. Local governments' land use and zoning authorities can be used to prevent floodplain and hazardous area development.
