January 21, 2005 Methamphetamine or "meth" ; is a growing problem for many counties in Minnesota, including Dakota County. This spread of meth use places a tremendous burden on the county's criminal justice and human services systems. Meth is a highly addictive stimulant that is easy to make, easy to find, and relatively inexpensive and has become an epidemic in neighborhoods across our state. Meth labs are appearing throughout the entire state of Minnesota and in almost every part of the country. Rural areas are not immune from the explosive growth of meth labs, due to the difficulty of detecting and interdicting the labs in remote areas. In fact, meth labs are often found in rural areas where it is less likely the lab will be detected than in urban or suburban settings. The proliferation of meth labs is also exacerbated by their portability. Not only have meth labs been found in apartments, homes and motels, they have also been found in vans, SUVs, trunks of cars, and even large plastic storage tubs. These labs pose extreme dangers. Many result in explosions and fires from the highly volatile chemicals used in meth production and all pose significant health risks to anyone near the production location. Methamphetamine is chemically created from the combination of a wide variety of poisonous or hazardous chemicals, many of which are found in the home. Before meth can be made, one of two common substances, or precursor chemicals, must be part of the mix of chemical substances. One of these, pseudoephedrine is commonly used for treating cold or sinus symptoms and is sold without a prescription in any store selling over-the-counter drugs. The other is anhydrous ammonia which is commonly stored in large tanks and used by farmers to fertilize their cropland. Anhydrous ammonia is commonly sold by farm cooperatives or supply stores. These precursor substances are combined with a wide variety of other dangerous chemicals, such as lye, ether, sulfuric acid, iodine, gun scrubber, brake cleaner and paint thinner, among others to make meth. One common way to combine these substances is to heat or "cook" them in homemade labs using chemicals that can easily be purchased in drug stores, discount centers and hardware stores. The chemicals used to make methamphetamine are toxic and can cause serious health problems such as chronic kidney and liver disorders, brain damage, liver damage, serious tooth decay, chronic depression, paranoia and other physical and mental disorders. Meth labs are also considered hazardous waste sites. Although it is possible that the 3 "falsepositive" rats had developed resistance by another molecular mechanism, it appears more likely that they reflect failures of the BCR--a complex in vivo test, which has proven difficult to standardize. If so, our data allow for a reassessment of sensitivity and specificity of the BCR at 0.989 and 0.965, respectively. Migration of rat clans and spread of resistance are well-established observations Drummond 1966 ; . It cannot be ruled out that resistant rats have migrated over considerable distances, e.g., from Denmark to Mun sterland or vice versa. Services Children with ONH may need many special evaluations, tests, and services. As the parent of a child with ONH, it is important to have a health care team that is knowledgeable about your child's condition. The medical team should include a primary care provider, an ophthalmologist, an endocrinologist, a psychologist, a neurologist, and perhaps a social worker. During the preschool years, your child will need a developmental assessment. This must be done by someone who is skilled in working with children with poor vision. When your child is about to start school, testing for the most appropriate school placement should be performed. All children are entitled to receive education which meets their needs. To start the process for school placement, contact your local elementary school or local center for children with developmental problems for example, regional center ; both in person and in writing. You will need to request an Individualized Education Plan IEP ; for your child. This process includes an assessment of your child by either the school district or a center for children with developmental problems a specific educational program for your child. You will need to let the professionals know that your child has ONH and any other problems. Keep track of all letters and phone calls made to the district or developmental center. If your child is too young to start an in-school program for example, if he or she is an infant ; , services may be provided on a weekly or monthly basis in your home via the local developmental disabilities center or visually impaired program. As a long time member of the Board of the Health Law Section, I appreciated Jennifer's efficient and professional handling of the Board's many meetings, and her demonstrated desire to provide meaningful health-related legal education to all segments of the Health Law Section's membership. The 29th Congress of the European Society of Medical Oncology was held in Vienna from 29 October to 2 November 2004. Eight thousands people worldwide attended this meeting. Five concomitant medical events took place during this meeting. The first one was the launching of the ESMO Foundation created by ESMO. It is a new charitable foundation that improves cancer care in Europe and beyond, by leading charity in the field of oncology, education and training. The foundation activities were revealed in the evening of 30 October at the benefit concert in Vienna Concert House. The second medical event was the 3rd ESMO patient seminar which took place on 30 and 31 of October in parallel to the main congress. This seminar was dedicated to cancer patients, family members, representatives of cancer leagues and patient groups. It covered a wide range of issues aiming to encourage direct interaction and communication between oncology patients and healthcare professionals. The third medical event was the ESMO examination 2004. A total of 204 candidates presented the ESMO examination in the evening of Saturday 30th of October in 4 different locations at the same time: Bern, Frankfurt, Mumbai, and Vienna. The two main objectives of the examination are to offer to ESMO members a means of self-assessment and to enable participants to become ESMO certified. The fourth medical event was the expansion and updating of the Minimum clinical recommendations for the treatment of cancer. These recommendations provide evidence-based information for physicians including incidence, diagnostic criteria, staging, risk assessment, treatment plans and follow-up. These recommendations are intended to provide a set of requirements for a basic standard of care for each disease. They are not designed to replace extensive clinical practice guidelines or review articles, but to describe minimum common standards necessary in all countries of Europe. An audience interactive session was held in the morning of Sunday 31st of October to discuss some recommendations such as metastatic breast cancer, follicular lymphoma, and rectal cancer.
